Agree and measure SLOs by workload: p95 latency, concurrency and error rate, with no invented target. Local bounded-input checks are not application performance evidence. Require immutable snapshots and consistent reads; bounded jobs with retries and idempotency; indexing and caching that cannot preserve stale authorization; and observability for traces and cost. Local helper work + platform/security → first usable flow. Prepare both tracks in parallel within authorized scope; qualify security, load and restore behavior before rollout.
